PPDA-Led Training for Contracts Committee Members and Key Procurement Stakeholders at Kabale University

Kabale University will host a two-day PPDA-led professional training aimed at strengthening public procurement governance, regulatory compliance and effective contract management within the University.

Organized by the Public Procurement and Disposal of Public Assets Authority (PPDA), the training targets Contracts Committee Members, Cost Centre Managers, Faculty Deans, Heads of Department and other key stakeholders involved in the procurement and disposal process.

The programme will provide participants with practical and regulatory insights into Uganda’s public procurement framework, with emphasis on the PPDA Regulations 2023 and PPDA Guidelines 2024. Participants will also gain hands-on understanding of stakeholder roles, preparation of statements of requirements, conduct of Contracts Committee meetings, integration of Environmental, Social, Health and Safety (ESHS) safeguards and effective contract management.

Through expert-led sessions and interactive discussions, the training seeks to enhance coordination across academic and administrative units, promote accountability and improve value for money in public procurement at Kabale University.

Objectives of the Training
The training seeks to:

  • Strengthen understanding of Uganda’s public procurement and disposal legal framework
  • Clarify institutional roles and responsibilities of procurement stakeholders
  • Enhance coordination between academic units, administrative units and procurement structures
  • Promote compliance with PPDA Regulations and Guidelines
  • Improve planning, contract execution and contract management practices

Key Training Areas
Participants will engage in expert-led sessions covering:

  • Overview of Public Procurement and Disposal in Uganda
  • PPDA Regulations 2023 and PPDA Guidelines 2024
  • Roles and responsibilities of Contracts Committees, Cost Centre Managers, Deans and Heads of Department
  • Preparation of clear and compliant statements of requirements
  • Conduct and documentation of Contracts Committee meetings
  • Integration of Environmental, Social, Health and Safety (ESHS) safeguards in procurement
  • Contract management, monitoring, and post-award obligations

Training Approach
The programme will be delivered through structured presentations, practical discussions, and interactive experience-sharing sessions facilitated by PPDA technical experts. This approach is designed to address real-world procurement challenges faced by academic and administrative units.

The Public Procurement and Disposal of Public Assets Authority (PPDA) is the statutory body mandated to regulate, monitor and supervise public procurement and disposal systems in Uganda.
